Richard N. Lyons II
Shareholder,
Richard (Dick) Lyons primarily works in the Government Practice Group specializing in the representation of governmental entities. He works closely with elected boards and executive officers regarding a wide range of issues, including policy formulation and administration, personnel matters, constitutional issues, contracts, public utility law, construction law, financing and taxation issues, administrative hearings, and election laws. His practice also includes land use planning and related issues involving local government regulation.
Mr. Lyons served as a law clerk to the Honorable Russell G. Clark, U.S. District Court, Western District of Missouri, and joined the firm in 1979. He is a past president of the Boulder County Bar Foundation, a former member of the Colorado Bar Association’s Board of Governors and is a fellow of the Colorado Bar Foundation.
He is a member of the Urban, State and Local Government Law Section of the American Bar Association, a member of the Colorado and Boulder County Bar Associations, the Attorneys’ Section of the Colorado Association of School Boards, the American Constitution Society, and an associate member of the Colorado Special Districts Association.

Jeffrey J. Kahn
Shareholder,
Mr. Kahn specializes in water related matters, including litigation, water quality and transactions, and assists clients in solving complex water supply issues. He has worked in these areas for over thirty years. His clients include municipal water providers, special districts, water conservancy districts, ditch and reservoir companies, and developers.
Mr. Kahn has litigated numerous water cases in the Colorado courts. His Colorado Supreme Court cases include:
• Aurora v. Simpson, 105 P.2d 595 (Colo. 2005), standards in a plan for augmentation.
• Board of County Commissioners v. Park County Sportsmen’s Ranch, LLP, 45 P.3d 693 (Colo. 2002), standards for underground storage of water.

While at the firm, Mr. Kahn has done work for the State of Colorado in drafting and assisting in the promulgation of the nontributary ground water rules, represented the St. Vrain & Left Hand Water Conservancy District and other clients in the trial of the United States Forest Service claims for reserved instream flows in the South Platte River basin, and represented several local governments resisting the claims for export of water made from Park County.
While at the Colorado Attorney General’s office, Mr. Kahn specialized in water rights matters and was involved in several reported appeals including:

Mr. Kahn is a director of the Boulder Shelter for the Homeless. John Wade Gaddis

Steven P. Jeffers

Mr. Jeffers joined our firm in 1994 and became a shareholder in 1996. For more than 20 years, he has focused his practice primarily on water rights and related real estate and environmental matters. Mr. Jeffers also assists landowners and land trusts in the creation and evaluation of conservation easements affecting land and water rights.
Mr. Jeffers represents several towns and cities as special water counsel, including development of new water supply projects, protection of existing water supplies, and evaluation of water dedications for new developments. He has also advised various ditch and reservoir companies, water districts, water conservancy districts, and private landowners on matters related to water rights, ditch and reservoir rights, well permits, and augmentation plans, as well as the purchase and sale of farm and ranch land and water rights.

Anton V. Dworak

Mr. Dworak is a shareholder with Lyons Gaddis Kahn & Hall, PC and primarily works in the Business, Real Estate, Estate Planning, Probate, and Tax practice groups. He enjoys working in varied areas of the law with individuals, small and large businesses, nonprofits and government entities.
Mr. Dworak is a Past President of the Boulder County Bar Association and is an active member of the Colorado Bar Association. He is a member of the tax, business and estate planning sections of each association. He is also a member of the Colorado Association of Corporate Counsel.
In 2003 Mr. Dworak was asked to serve on the Boulder County Professionalism Committee along with other local attorneys and judges. Adele L. Reester
Shareholder,
Adele Reester is a shareholder in the firm whose law practice is primarily devoted to the representation of institutional clients, including special districts and school districts. She has participated in negotiations of collective bargaining agreements with teacher unions in many roles, including as the spokesperson, facilitator, and trainer of Interest Based Bargaining techniques. Catherine A. Tallerico

Catherine Tallerico, a member of the firm’s Government Practice Group, specializes in representing governmental entities, public officials and government employees. Eve I. Canfield
Associate,
Ms. Canfield is an associate with Lyons Gaddis Kahn & Hall, PC and works in the General Civil Litigation Practice Group, including the areas of family law, real estate and business. Her family law practice includes helping couples resolve issues associated with non-traditional families. She also provides assistance to ditch and reservoir companies on easement and other real estate matters.
Prior to law school, Ms. Canfield worked for 14 years for a large land developer and builder in Boulder County, and then started with a small software company that eventually grew into a large publicly traded company. Ms. Canfield returned to school for a law degree in 1999. After graduation from law school, Ms. Canfield served as a law clerk to the Honorable Carol Glowinsky, Judge for the Twentieth Judicial District of Colorado in Boulder.
In the Longmont community, Ms. Canfield has been on the Longmont Housing and Human Services Advisory Board for four years and chaired for two years. She also serves on the Board for RISE (Road to Independence, Security and Empowerment), the poverty reduction program at Aspen Meadows Neighborhood in Longmont and on the Board for V.A.L.E., (Victims and Witnesses Assistance and Law Enforcement) for Boulder County. Scott E. Holwick
Associate,
Mr. Holwick works primarily in the firm’s Water Practice Group, representing clients in water rights and other water related areas, including water rights litigation, water quality issues and transactional matters.

He serves on, and is the past chairperson of the Boulder County Planning Commission. Matthew Machado
Associate,
Mr. Machado primarily works in the Water Practice Group of the firm, and has twelve years of experience assisting farmers, landowners, developers, ditch companies, special districts and municipalities in acquiring, selling, developing and protecting interests in water rights and land. Chad A. Kupper
Associate,
Chad Kupper’s law practice primarily consists of work in the areas of Business Law, Real Estate, Estate Planning, Probate, and Government.
